At the invitation of the RUIE Committee on Industrial Policy and Technical Regulation SIC (Director for Quality Systems Development Pavlov V.V.) took part in the St. Petersburg Interindustry Forum “New vector of ensuring technological sovereignty and innovative measurements in the field of instrumentation and control systems, automated control systems, analytical equipment, industrial IT support” on 27-29.06.2023.

Participants: RUIE, Ministry of Industry and Trade of the Russian Federation, Rosstandart, Skolkovo Foundation, SIC, RUSAL, Nornickel, Transneft, Lukoil, Gazprom, Rosenergoatom, instrumentation industry enterprises, developers of automated process control systems.

The main topic of the Forum is import substitution of devices and measuring instruments with application of state support measures

Keynote speeches:

— IT Cluster of the Skolkovo Foundation (A.V. Borisov) reported on the program of state support in the field of import substitution for the amount of more than 200 billion rubles through ICC (industrial centers of competence) under the scheme of compensation to business up to 80% of the costs of import substitution projects.

— Ministry of Industry and Trade (Dezhkin S.A.) reported on the formation of the “Program of import substitution of measuring equipment for 2023 — 2030”

— Rosstandart (Yanshin V.N.) informed about the development of the “List of Measuring Instruments of Domestic Production, Similar to Imported Measuring Instruments” and its placement on the website of the Ministry of Industry and Trade.

Participation of the SIC in the Forum:

1. The Forum supported the initiative of the Forum to create a industrial centers of competence (ICC) in the direction of “Instrumentation and Metrology”, including the development of automated control systems for industry (signed a collective letter to the Ministry of Industry and Trade and the Skolkovo Foundation).
2. Proposals were made in the final resolution of the Forum:

— Creation on federal information resources (State Information System of Industry (SISI), Ministry of Industry and Trade website) of a portal for submission of applications from industrial enterprises for import substitution of measuring instruments, devices, laboratory equipment (with inclusion in the program of state support);

— creation on federal information resources (SISI, Ministry of Industry and Trade website) of the list of Russian and Belarusian manufacturers of measuring instruments, devices, laboratory equipment with the possibility of searching for necessary positions by the industry.
